The proposal builds on the architectural principles of the time of origin of the building (1875-1878), that used architects and Heffet Raschka. But we don't approached to these principles with historical nostalgia. Interior spaces of the building are hierarchically divided by the importance of their functions and by Semper principle of coordination and subordination particular area. The core formed by parliamentary hall space and meeting rooms with necessary facilities, ii design in united style. Other parts of the building, comprising a ring service spaces and communication, varies with their quality. The difference is underlined by interventions from previous renovations.
